Hylton Smith took over from Michael Thorne as ICRP Scientific Secretary in 1985, serving in the position until 1997. He is chiefly responsible for the modernization of the production of the Annals of the ICRP. Additionally, in 1988 he also negotiated the charity status of ICRP in the United Kingdom. A status which ICRP retains to this day.
